dc.description.abstract The effectiveness of any defence system is predicated on the extent to which it is people-centred and people-oriented. An adequate defence system therefore, one which is built around the entire population as opposed to the purely military character it is given in countries like Nigeria. The civilian, like his military counterpart, is a very important defence resource for any country. Just as the military sector is looked up to for the defence of the country, the civilian sector deserves the same (even more) consideration for the same purpose. This means that the welfare of both sectors is a pre-requisite to a effective defence system. en_US
